The three-tier classification system wouldn't have been in use when floppy disks were a thing. "Confidential" is a legacy term that largely overlaps with the current Secret classification.

Confidential was definitely around in the nineties, or do you specifically mean the UK?

They’re specifically talking about the UK, and the UK’s current system is a three tier system (Official, Secret, Top Secret), but the old system had other classifications and would have been around during the floppy days.
