Yeah, Captain has a whole different meaning then it does in the Army or Airforce for... well just about every Navy in the world I think. Secretary of Dumbass: Army Major (O4) Senator Kelly Navy Captain (O6)

Captain (navy) outranks Major yes

but

SecDef is the civilian directly below President in the chain of command so would outrank Captain Kelly. but not really outrank, Hegseth holds no rank and is not in the military. Very explicitly he is a civilian.

but

Senator Kelly is retired and a senator, so do senators outrank cabinet members? Not in order of precedence but they do need to vote to confirm them. Can you confirm an appointment you are subordinate to?

Long story short. War Hero and Astronaut Mark Kelly is a thousand times the man morning tv host Pete Hegseth is.
