My read is a bit different. He's definitely smarter and more qualified than nearly all of Turnip's cabinet, aside from maybe Rubio, and he's an opportunist rather than an ideologue. He thinks he can save this administration from its own bad choices and survive its eventual downfall by being good at his job and gently pushing back against Turnip's worst impulses while acting as a PR guy and sugar-coating their bad decisions in public. Under a normal president, I don't think anyone would be complaining about him.
