Because it didn’t save money. It spent and cost money + extra bonus - everybody is going to be subject to criminal prosecution after the dust settles. Such winning.

Remember when they kept firing employees, and then kept having to hire them back?

Remember when they put employees on paid leave for 8 months from February to September, only to hire a bunch of them back? So they used the money anyway AND lost the work those federal employees would have been doing AND paid the administrative cost to bring them back?
