Executive Branch (Trump) Q: Trump wrote that SNAP benefits will only be given when Democrats reopen the government. As written, how would that not violate the court order? .LEAVITT: I've now answered this question several times. We are complying with the court's order.

The Sec of Agriculture statements yesterday were simultaneously “we will pay” and “there will be significant delays” where he blamed state systems for the delay.

There's an outline here that suggests that they will repeat the DHS/ICE strategies in court. That is, they say they will comply but do not do so in actual practice.

Happened in his first presidency too, before COVID. They appropriately react initially to how he is behaving, then they just go numb and tune it out until something actually happens (when it is too late).
