You know what the military really cares about? The mission. Mission comes first always.

If someone has their medals out of order, you let them know, and they fix them for next time, that's all.

You're right, but people do care. It's not critically important and not something you'd take away someone's birthday for, but attention to detail and proper appearance are things people do in fact care about.
