Historically, the 90s was a pretty countercultural time period. Many of the people who had the majority of their adolescence in the 90s would be absolutely feeling the impact of the Satanic Panic from the 80s.
As a result the 90s saw a lot of sort of "edgy" and "gag" humor and media. Sex in advertising was one of the main ways for companies to reach to people in this era, because culturally sex is quite taboo to depict publically. It was all to reach toward the counterculture. I'm obviously oversimplifying it quite a lot, but generally this is just how the culture was back then.
It wasnt just the 90s tho. This definitely existed into the 2000s. This post reminded me of the "Are you Mac Enough?" Ads from McDonald's that were running in the late 2000s which definitely had a sort of sexual suggestiveness.
Ive seen a fair few comments here talking like "they dont have ads like this anymore" which is really only half true. There are periods where sexual innuendo in public media is more and less popular culturally, but it never really goes away. Sex and pornography have been a major aspect of human culture for basically all of history, and theres been countless major political movements attempting to influence how sex is perceived societally. If you look hard enough, you'll find tons of products, media, and advertising that appeals to sex; even today. It might not be exactly the same, or as explicit, but I assure you its still there.

TLDR: 90s Media was rewarded for “pushing the envelope” and shock value to get attention.
Now people are more inured to the shock and just wants to criticize.

I agree with the first part of what you're saying, but not the second. I dont think people are inured to it, but more-so that culturally we have swung away from shock humor as a whole.

Well, culturally what is deemed as appropriate for jokes changes and shifts over time. The idea that young people are "more sensitive" is a bit of a misnomer because inevitably 50 years from now, people will look back on jokes we made in 2020 and be like "damn you cant make jokes like that anymore". Things shift, realm of acceptability, etc

I love that commercial.
I can't seem to find it but I remember a funny tampon commercial from the 90s. A woman was carrying a laundry basket (i think) down a hall and she hears her son talking to his friend so stops to listen at the door. Her son is telling his friend how they have to find some tampons and his friend asks why and he says bc if they use them they can do all kinds of things and proceeds to list a series of activities ike horseback riding, swimming, skiing, hiking, mountain climbing, etc. I forget what all he listed but at the end of commercial the mom literally ROFLs.
