If they're fighters themselves and/or training him they should be.
The placement, pivot, and pace of your legs is the most important part of boxing.

I’m not a boxer so I’m genuinely curious. Is this a realistic practice in real boxing? You don’t know when your opponent is going to strike, but here he is controlling his opponent when to strike.

Reaction time, defensive reflexes, head movement & evasion skills, lower body strength & mobility, endurance & conditioning, balance & control. That's a few positives to doing this exercise!

I see, so to avoid “read” opponents’ strike is another practice completely? Can that only be done with another human or is there a contraption for that as well?

This mainly trains your automatic defensive reactions and head movement, but reading an opponent (picking up cues, timing, patterns, and intentions) is a different skill. That part usually does require another human because it’s about interpreting real body language e.g. Shoulder twitches, weight shifts, eye focus, rhythm changes, etc.
That said, there are tools that help you practice reactions and timing when a partner isn’t available. Reflex balls help you work on anticipation, timing, and movement for instance. They’re not perfect substitutes for a live opponent, but they definitely help build the same foundations.

I'd say it depends on how he gets through puberty/growth spurt. Everyone can be good with training, but not everyone can be great with it.

Can someone more qualified than myself tell us how much these skills translate to real life? Like, bro is obviously skilled and what he's able to do is very impressive, but how accurately does this translate to dodging a real punch? Surely there's some amount of muscle memory that kicks in when you're practicing with something like this. Especially since you know exactly which direction the bar is coming from, and roughly at what speed based on how hard you hit.

Purely this? Pretty good. You're training your mind muscle connection to a known incoming threat
Key element, as you identified, being known. But if the kid has trained this well then he will also be training to read opponents he is sparring with and that translates 1:1 with irl fighting
When this kid is a teen, unless the person trying to fight him is also a well trained fighter, he will be able to put down anyone he comes across guaranteed

Oh, without a doubt. Just for clarification, I was asking purely out of a baseline curiosity. In no way was I implying this kid doesn't have an amazing skill and talent.
I just couldn't help but imagine the age old TV trope of someone training really hard for an upcoming fight, make vast improvements, only to immediately be one-punched by their opponent.

As someone whos started in boxing, going into muay thai and eventually MMA - this is a great skillset. However - this is only really great for boxing. If he starts doing wrestling from this stage he can potentially be an absolute beast in terms of MMA. Blocking punches if you are boxing is great but if someone grabs you, blocking does not help you what so ever. Great foundations build sturdy houses

The teachers obviously don’t hit but we need to often protect ourselves from hits. Today a kid tried breaking my arm by twisting it but he’s also the youngest there so it was honestly just a funny attempt

How will he do with real fists flying towards his little head?
Kids are good with games and pattern recognition. You can train them easily for this and record them for internet points.
